Arcata Business Incubator Feasibility Study


Fostering Innovation and Entrepreneurship

Greenway, as the lead consultant on a research report to the City of Arcata, collaborated with Planwest Partners to analyze the feasibility of business incubators as vehicles of economic development for the municipality.

The analysis synthesized original research of primary and secondary sources to highlight potential solutions to local challenges related to business and workforce development and retention. Interviews with local business, industry and government stakeholders, as well as research on current economic development theory and applications, informed the report findings.

In addition to the extensive research undertaken, this project entailed directing Planwest Partners staff to ensure accurate outcomes, and coordinating and negotiating with the City of Arcata staff on the project scope and deliverables. The research results and recommendations were presented during a regular session of the Arcata City Council for the Council’s recognition and approval.

The report prepared for this project outlined numerous practical and actionable recommendations for the City of Arcata, including measures to streamline bureaucratic processes, engage in more collaborative strategizing, and leverage local knowledge and expertise in finding solutions. It yielded a thorough analysis of incubators and other rural economic development tools, and provided a framework for establishing a comprehensive entrepreneurial environment within the City.
